Fill should not be designated as a C horizon. The C horizon is a very important part of the full soil profile. There are many excellent studies of saprolite, and previously transported C horizons that underlie B horizons, and that are strongly altered, chemically and physically. The Fannings have some interesting papers on the alteration of the C horizons, as does Buol, Graham, and Richter. If interested in the citations, just let me know.
