"V" Horizon

Hi All,
I have looked over a number of the arguments for and against the V horizon proposal. Dispassionately, from what is presented, both sides of the argument agree that processes occurring in the vesicular surface horizon are apart from processes reserved for A, E, B or C Master Horizons.
